However, Councillors chose not to accept the recommendations of their Officers and refused planning permission on the sole basis that the proposal would allegedly have an unacceptable impact on highway safety; and cumulatively, would cause a severe impact on the local highway network. An appeal was lodged which addressed this sole reason for refusal and justified the grant of planning permission for the proposed development.
